Please substitute "rail against that idea" with "poo-poo" that idea.
Actually, I think we have similar views on this. CAs should not be singled out. The policy should apply to all.
99% of canadian citizens visiting cuba have some form of provincial health care ; plus one hell of a lot have additional insurance so whats the sweat most of the visitors to cuba are canadians anyway . We cant help it if most C.A. are cheapskates .
Good observation. They would assume that Canadians have insurance, and even if they do ask, they have probably found it to be a waste of time since 100% have it. OTOH, that's probably not the case with US visitors, and 99% of them are probably CAs. It may not actually be a "targeting" of CAs at all.
