I was informed (by a Cuban living there) that a Cuban can transit through the airport without any specific visa, but cannot exit the airport.

Yes, but if the Cuban is traveling from the US to Cuba illegally, they will need to exit the arrivals terminal (and pass through Immigration and Customs), and then go outside and re-enter the departures terminal. Maybe if they have an advance purchase ticket in their posession, this will help (maybe a US Green Card is enough). If I were Michael, I would check with a Mexican Consulate in the US, if he can't find a poster with first hand knowledge of the exact same scenario that he proposes.
Michael,
If your wifes green card is current then she wont have a problem transiting. She will have to go through Customs/Immigrations regardless, to get to her Mexicana or Cubana flight.
My wife, son and I have even stayed 3 days in Cancun on the way back to EEUU with no issues.
If he green cards has been extended (and she has a Immigration doc to show) but her new card hasnt been issues yet (and current cards shows as being expired) Mexican customs/immigration may deny her entry.
She needs to make sure she has the proper stamp from the Cuban embassy in her passport (I forget what this is called). Depending on if you go through and agency in Miami or directly through the Cuban consulate this can take a 1-6 months. They had my wife and son's passports for almost 6 months and took a face to face discussion for them to locate the "lost" passports.
Best of luck!

Everyone needs to do that.

I have heard that Cubans transiting through Mexico enroute to a 3rd country without a seperate ticket/itinerary are allowed to remain in an enclosed glass area while awaiting a connecting flight (without exiting the building). This may have been the DF airport, rather than the one in Cancun though.
I believe all she needs is a valid Passport.
Thank you all for the great help like always
