Read the sanctions against Iran. Apparently countries arent allowed to sell them stuff used to build nuclear bombs. They arent supposed to ship weapons but weapons are flowing in from Russia. Do ya think these sanctions would have stopped North Korea?

Clinton provided the means, and some material, for North Korea to start a nuclear program.
Almost the exact same scenario is playing out with Iran right now.

Clinton probably didn't learn anything from Saddam although he should have. Clinton is the one who pushed the "Oil for Food" program through the U.N. Instead of using the proceeds from oil sales for humanitarian purposes, Saddam used millions if not billions of dollars for his own use. And of course there was the corruption within the U.N. itself.

But in 1992, International Atomic Energy Agency inspectors discovered that North Korea had diverted plutonium for a weapons program in violation of its treaty commitments. As you can see, the Agreed Framework that Clinton signed was ignored by N. Korea. Proving once again that you can't trust people like Kim Jong Il. Of course you can try to negotiate but it will always have negative long term effects.
The carrot and stick approach only works with rational people. Kim, Saddam, Hugo, et al don't qualify.
North Korea started its Nuke program back in the 70's. The argument is similar to every President since Nixon saying they need to not rely on foreign sources of oil.
History will say that North Korea tested its first bomb in 2006.
