As he says, the only guaranteed thing is the marriage certificate.
In some places, at some times, some people have reported being able to get some sort of piece of paper. But the actual legal effect was unclear.
Sometimes, the girl just having a passport (even a Cuban one) has helped.

We went to the immigration office and they said that if the women is seen with only one person from another country there generally isn't a problem but a second tourist, then a big proble. Actually my finacee and I got one, it's like a "promise to marry" or something like that. We paid about $125 CUC and got it in Puerto Padre about 2 years ago. It actually helped in Havana last May. We were walking to our casa late one night and were stopped by two police. She showed her carnet and this paper, me my drivers license and we were gone in a couple of minutes.

There is nothing guaranteed to work in all parts of Cuba.
Chuckster - you may have been gone in a couple of minutes even without that paper.
Do you actually know the legal effect of the paper that you signed ?

You're right, we probably could have been gone in a couple of minutes anyway. The night before that, when she left it in our casa we were detained for 20 minutes by 2 special police and she ended up giving one $10 CUC and then we were gone. Supposedly the paper was only good for one year and during that time she could not register in a casa with another tourist. It had no legal effect on me. Even now, more then 2 years later she still carries it with her.
